The driver of an SUV made an illegal U-turn on a major highway on Monday and crashed into a fully marked police car in the process, investigators said.Police said Lugene Smith, 70, was traveling south on Interstate 95 when he turned into a paved area within a grassy median marked "For Emergency Vehicles Only" and smashed into a trooper driving in northbound traffic in Delaware.Smith, of Pleasantville, N.J., was cited for traffic violations.
