Police in Delran have arrested a man in connection with the killing of a dog found chained to a tree in the woods.
Charles Friel III, 21, of Philadelphia, was charged with cruelty to animals. He was arrested and released after posting a $1,000 bail.
Friel is a student at Widener University.
